Proposals agreed in your above mentioned telegram proved impracticable in view of your requirement that they should be kept confidential, and of fact that company would not be covered.

2. Accordingly arrangements have been made, subject to your approval, to purchase the equipment at an agreed valuation, not exceeding three million dollars, on an undertaking from the company to repurchase for the same price, in approximately two years time, completion of dredging work,
3. This will involve supplementary vote for this amount, but money will not (repeat not) be paid over to the @ontractors. It will be deposited in London to a joint account of this Government and Contractors
4. This is acceptable to company, which will use equipment as its own and insure it against commercial risks and, if possible, against war risk.
